can't change enableweb in the .ini file

Hi everyone.
I am new to the TwonkyMedia Server.
I read the Enableweb streaming how-to article, and am having trouble with the Twonkyvision-mediaserver.ini file.
first of all, it is encoded in a way, none of my text editors can really read it... so I convert it, using a Hex Editor...
some changes I do, like to contentdir, work fine... but when I try changing enableweb from 2 to 1, it does not work...
after restarting the server, the value is always 2 again.
(And the option for that in the Network menu of the config page is no longer available since I updated to the latest version (4.4.17)
can someone please help me?
