will we ever get uploadenabled=0 to work as it should ???

It is getting a bit tedious to have to keep dealing with the bug in uploadenable
no matter what one does, one can NOT disable it

this should work uploadenabled=0
but it doesn't, and has not worked for as long as I can remember

when will get this fixed ?
