Transcoding in 5.1?

I am running TMS 5.1
How does one turn on the transcoding options?
Do you need to install vlc, mplayer, etc...
I looked in the cgi-bin dir and the transcoding.html is gone. It is in the old 5.0 tree but not in the new 5.1.
Any help would be appreciated...
